"garments" is plural. So you would both say, "wonderful baby garments" or "a wonderful youngster outfit/ shirt/ pair of pants." you wouldn't use the article "a" right here seeing that that implies that "garments" is a novel noun. When you say clothes it's assumed that there's multiple piece, that is why it can be at all times PLURAL. For additional clarification, "outfit" is regarded singular given that an outfit is assumed to be one thing, even supposing there is a couple of piece. Confusing, i do know.
