what would I have to do to get into a good college where I can study fashion if i'm only a freshmen in high school?

"Fashion" is generally considered a vocational subject and is usually offered at vocational colleges (like Fashion Institute of Design & Merchandising: http://www.fidm.edu/ ). Reputable colleges like UCLA offer more traditional degrees like Art and Design/Media Arts.

To prepare for UCLA and other UC schools, you should complete the a-g requirements (ask your counselor for the approved courses at your high school or check online at http://www.ucop.edu/doorways/ ), study and do well in your high school courses and standard tests (SAT, SAT II, and/or ACT), take as many honors and/or AP courses as you can handle, and commit to one or two extracurricular activities in which you develop leadership skills (more is not better, quality is better than quantity).

Well, I'd first make sure that UCLA has a fashion program. Other than that, study hard, make good grades, score well on SATs, do volunteer work, play sports if possible, and be some race other than white (seriously, I know people who have been turned away from UCLA partly because they're white). After that, go to a community college. It's very hard to get into UCLA these days as a freshman unless you play some sport, it can't hurt to apply, though.
