It was a nautical term, for to c'come to' or to luff; was to bring the ship's head nearer the wind; a position that would be used when firing the guns at another vessel chasing. Thus the persued ship would come to, to return the fire, from a steady ship- but only as a last resort, because the persuer had the wind gauge, and therefore the advantage - thus it was done when no othr option was avliable.

litearally it mean to come to the point of a physical fist fight... now it just means to come to an arguement or a huge confrontatoin
