Got this 1987, Chevy 1/2 Ton Van Conversion that's dyn-o-might! inside; has DvD, 15 disk- CD, CB, Ice box, Hot & Cold running water, plus Chrom Sink\w a Travlers Potty inside the cabnets, beautiful Queen Size Sofa Bed;. tinted windows, blue side lights> U name it Ksweet2015 got it inside of HER Van. But SHE can't get HER Van Smogged. Why? Because it won't pass smog!, Something to do with a>{{{Thermostic Air Cleaner CAP}}} whatever that is? YOUR THERMOSTATIC AIR CLEANER IS ACTUALLY THE AIR FILTER HOUSING ITSELF. ON THAT YEAR VAN THE AIR FILTER HOUSING HAS A SMALL DOOR ON THE BOTTOM SIDE NEXT TO YOUR AIR INTAKE OPENING. THERE IS A SMALL ACCORDION STYLE METAL TUBE THAT RUNS FROM THAT PORT TO YOUR EXHAUST MANIFOLD ON THE DRIVER'S SIDE. THIS SETUP ACTS AS YOUR CHOKE SYSTEM DURING COLD STARTS. EXHAUST GASES ENTER YOUR CARB THROUGH THAT PORT AND HELP RAISE COMBUSTION TEMPERATURE. BUT ALSO CAUSE THE VEHICLE TO RUN RICH. AS YOUR VAN STARTS TO WARM, A BIMETALLIC STRIP SLOWLY CLOSES THAT PORT AND ALLOWS MORE FRESH AIR TO ENTER. IF THAT THERMOSTATIC SENSOR IS FAULTY OR THE BLEND DOOR THAT IT OPENS IS RESTRICTED YOU WILL HAVE A RICH CONDITION AT ALL TIMES THUS RAISING YOUR EMISSION LEVELS AND CAUSING THE VAN TO FAIL EMISSIONS TESTING. ALSO MAKE SURE THAT THE ACCORDION STYLE TUBE I MENTIONED IS IN GOOD SHAPE OR EVEN THERE FOR THAT MATTER...THEY TEND TO FALL APART DUE TO HEAT AND OFTEN GET THROWN AWAY. THAT DOOR THAT MUST OPEN AND CLOSE FOR YOUR CHOKE SYSTEM TO WORK PROPERLY DEPENDS ON A CERTAIN AMOUNT OF HEAT AND IF THAT TUBE IS DAMAGED OR MISSING IT MAY BE BE THE CAUSE OF YOUR WHOLE PROBLEM...IF SO YOU CAN FIND ANOTHER AT MOST PARTS FOR LESS THAN 10$...GOOD LUCK.

CAP is the clean air package. The thermostatic air cleaner has a tube on the intake that leads to a stove on the exhaust manifold. A thermostatic valve mixes hot air from the stove with cold air from outside, so that the intake charge is at a constant temperature. It sounds like you have and aftermarket air filter, which doesn't include the stock plumbing.
