If it has suddenly become very slow AND it's a brand new computer, you probably have contracted spyware that is using all of your resources (processor, memory, etc.), which will slow you down.
1. Obtain antivirus and anti spyware software.
2. Shut down your computer and restart it. Make sure you are NOT connected to the internet.
3. Install the software and run a thorough scan. If you have a new version, such as Trend Micro's PC-cillin, it will scan for all these things.
4. Connect to the internet, download the latest updates for the antivirus/antispyware software, then perform another full scan.

Hopefully, this will eliminate whatever has attacked your computer. Make sure that for the future that you have a firewall and antivirus/antispyware software on your PC at all times to help prevent this. While it is not surefire, especially if you download a lot of programs off of the internet, it will certainly help to keep viruses and spyware at a minimum.

Assuming Windows XP (Home?) on a desktop -

First, if you're running Vista on a 266 mhz processor, you would expect SLOW, but that's unlikely.

Don't panic. Deleting stuff you don't know about is one of the top three ways to cripple or kill Windows. But, if there's nothing on the machine you need to save, then a re-install of Windows would get you back to day one, if you do it right, of course.

Download Zonealarm unless you prefer other protection.

Clear out Cookies and Temporary Internet Files folders. Run an anti-virus program of your choice. Also make sure your modem is operating at full speed.

Google any problems or questions that arise. Give technical details when asking for more help.

Working with a slow computer can be time consuming as programs/ applications take a long time to start. This problem is more pronounced in computers which have been used for 6 or more months. More information at http://fixit.in/slowcomputer.html
