If you are on:
Windows: "Windows Task Scheduler"
Linux: "Cron"

If you do a search on "Windows Task Scheduler" the first result has a nice quick tutorial with pictures.

You can use the windows scheduler

START >> ACCESSORIES >> SYSTEM TOOLS
click on Scheduled Tasks

Once the program opens click on Add Task and follow the wizard.

When asked what program to start click on BROWSE and select the spreadsheet you want to open.

Continue with the wizard

Yes, it is scheduled tasks
1- First you will need to create a shortcut to your file, create a shortcut to your file into "My Documents"
2- Then add scheduled task there with your file shortcut as the run command
3- Set the desired scheduled time and here we go

You can set iCal to open a specific file at a specific date & time, and that can be a repeating event that occurs daily, weekly, monthly or yearly.

You can't, unless you have microsoft excel or other program that can be able to read the excel file

Hmm. I'm not aware of any reminders in MS Office. You can always set MS Outlook to set reminders for you, something to tell you to check the file. Yahoo calendar is great too
