Out of tour and your nieghbors yards. The Family is a different race than you and your nieghbors are afrid and feel intimidated.

First, check yourself for thinking stereotypes about the neighbors. Why would people steal in their own neighborhood?
Second, call the police about the things that have gone missing. But don't accuse anyone until you have a good reason to think that that person did it instead of someone else.

call the police and they will come over and take a report.... they will ask some questions and one of them will be regarding any new neighbors on the block. or you can casually mention to the officer that 'other neighbors have been stolen from and we all know each other except for maybe a new family or 2 that have moved in' and that is his cue to ask who just moved in? if 2 or three homes file reports the cops will check them out and speak with them and get it done for you without you having to confront the people.

Go to your police department, tell them about the name family and ask if the can keep an eye on the neighborhood by providing day and night patrol of your area.

start a neighborhood watch program and then the people will be caught if they go about to steal. also if you set up cameras in your yard then the thief will get caught.
