Chic is simple elegance. Think Audrey Hepburn or Catherine Deneuve. (Google them if you are under 35. They were gorgeous, elegant and chic)
You will find chic clothes at any decent store. Not the cheapest places, but not necessarily the most expensive either.
Buy good quality, timeless pieces and avoid trends. I mean, a trendy accessory is fine, but don't try to do a whole trendy outfit. That would just look tacky.

Chic is stylishly elegant. I personally think that the more comfortable you are in your clothes to more chic you appear. Why should you have to pay tons of money on clothes that look good on models but not anyone else. Depends on your coloring also there are many sites that will direct you in what colors best compliments your complextion and hair color. Its really up to you were you buy your clothes....if you want to spend big bucks or if your on a budget.
