Vandalism - destroying public or personal property. It should carry much stiffer penalties than it does.
If I ever catch the little bastard who's been tagging in my neighborhood he's going to suffer significant punishment before the police are called.

There's good graffiti and bad graffiti.
The good ones may not be painted on a legal surface, but they're beautiful and done with artistis flair. They may convey a message or just be there to beautify a city. I love looking at graffiti since I know I could never do it! It's a difficult technique to master.
The bad graffiti is that of gang symbols that look like any other signiture on the wall. I'm not saying these aren't done with something artistic in mind, but it was done for the wrong purposes.
So, my opinion is basically, graffiti is amazing, though it can get annoying when you see the same unoriginal/trashy stuff everywhere.

Property damage and visual messes.
ADDITIONAL:
Legal graffiti is to art what legal loud music is to a sleeping man. Art can be expressed in many ways, but graffiti is usually disruptive. Painted on the same wall, mural painting is generally considered art but graffiti would be seen by most as an eyesore. If you have spirit to express and you want an audience to see and appreciate it try doing it in ways that will bring admiration and not disgust..

I think graffiti is linked with a contemporary "urban culture" with a mix of calligraphy and mural ism.
Is definitely a spontaneous sometime irreverent way of expression...
I Know there are good artist "underground" doing graffiti... Washington DC have really good ones and around ten years ago I could identify an particularly style in Bogota (Colombia)

some of it is just a waste of a good spray can of paint while others are definitely the masterpieces that they are called I worked with graffiti artists on the west coast and so speak from experience the only problem with graffiti art is that it is often done on buildings without the owners permission if the graffiti artist had a house or car he or she would not want someone painting on it without their permission with that exception I believe it is one valid art form of the 20th century

To most people, graffiti and vandalism are synonymous and this is not likely to change anytime soon. I personally don't care for it unless it it done as a community project where the design is first submitted for approval.

It is against the law, however I would rather see a kid painting a wall than selling or doing drugs, stealing or fighting. In some places spray painting on a wall is equal to the punishment for much greater crimes. That is because the majority of yuppie scumbags fear for there property value more than the well being of the youth in their community.
