The airport school will be there as soon as you buy the abandoned airport, as instructed by Toreno.
After you get out of the safe house of the abandoned airport, turn around and you will see a two-storey structure. Just get up the staircase of the structure and you will see the red marker.

Verdant Meadows. It's located slightly East from the "N" icon on the blip.
You can use a car to get over the wal of the airport in Los Santo's. Just pull close and hop up on the roof. You can then climb over the wall. At the end of the runway is a jet and at the very end is a machine gun between the ramps.

It´s in north desert, just North-West of ´´Las Venturas´´.
It´s above the ´´Restricted area´´, if you look at the map.
(Actually you can see some plane-like shapes in the map, that´s where the school is...but first you´ll have to purchase Verdant Meddows, which costs $80,000)
