As the others have stated, its probably your resolution setting. The reason your LCD displays a blurry screen is because of "pixel aliasing".

Your LCD is basically a big grid of dots, and your PC sends a big grid of dot values to tell the LCD what to display, so long as both grids are the same size you get a nice crisp image, but if the sizes of the grids are different, you get problems where each pixel on the LCD is actually trying to display a combination of more than one pixel that the computer is sending it. This makes it appear blurry and out of focus.

The way to fix this is to look up your LCD's specs and find its native resolution. Most 19" LCDs will have a resolution of 1280x1024. Once you find the resolution you need to set your desktop resolution to be the same. In Windows, do this by right clicking the desktop, going to "Properties", then the "Settings" tab, and using the slider to select that resolution.

you will have to try several settings of resolution.
r-click on any clear part of the desktop, select Properties, Settings, and adjust the "Screen Resolution".

You can also try, on that screen. the "Advanced" button, & change the DPI setting.

Alway be sure to have the correct driver [from here, Adapter, then the Driver tab].

make sure you have drivers installed if needed.. also check your display properties for 32 bit color and a higher resolution.
