Identification is done through the transcription factor. To identify which gene to transcibe, the gene would have to have all the necessary transcription factors.

The START and STOP codons are "built-in" in the the gene.

D is not correct because its switching thymine with uracil not the other way round.

RNA polymerase elongates to build nucelotides on the pri-mRNA sequence. That is the correct one.
