Microsoft Word has a way to embed a watermark into a page as a background to it.
You can make the watermark in a program like MS Paint, Paint Shop or Adobe Photoshop.
In Microsoft Word the help files say:
"All about backgrounds and watermarks
Backgrounds are used in Web layout view or in a Web browser to create a more interesting background for your Web page. Watermarks are used on printed documents to have text or graphics behind the main body text.
Use gradients, patterns, pictures, solid colors, or textures for backgrounds. A background can be anything from an informative logo to a decorative solid color. When you use a gradient, pattern, picture, or texture as a background for a Web page, it is saved as its own graphics file. Textures and gradients are saved as JPEG files. Patterns are saved as GIF files. Gradients, patterns, pictures, and textures are tiled, or repeated, to fill the page in Web layout view and in Web browsers.
Use AutoShapes, drawing objects, or pictures for watermarks. You insert watermarks into the header of a document, and then resize and position them so that they print the way you want them to. You can see watermarks in print layout view or on a printed document.

Add a watermark to a printed document
To print a watermark, you must insert it into a header or footer. The watermark is printed wherever you place it on the page — it doesn't have to be confined to the area at the top or bottom of the page.
On the View menu, click Header and Footer.
Show Me
On the Header and Footer toolbar, click Show/Hide Document Text to hide the text and graphics in the main document.
Insert a graphic — a drawing object such as an AutoShape, clip art, WordArt, or picture — or insert a text box.
How to insert a graphic
How to insert a text box
On the Header and Footer toolbar, click Close.
Notes:
To view a watermark as it will appear on the printed page, use print layout view or print preview.
If the watermark interferes with the legibility of the text on the page, you can lighten the object you used to create the watermark. For more information, click.
Format a watermark
On the View menu, click Header and Footer.
Show Me
On the Header and Footer toolbar, click Show/Hide Document Text to hide the text and graphics in the main document.
Select the graphic or text box.
Do one of the following:
To format a graphic, click AutoShape, Object, or Picture (Format menu). Your formatting options vary depending on the graphic you've inserted. For example, if you've inserted a picture, select Watermark from the Color box (Picture tab under Image control) to format the picture with preset brightness and contrast settings that work well for watermarks. You can also adjust the picture's brightness and contrast manually by using the Brightness and Contrast slide controls. To format the graphic so that document text flows above it instead of wrapping around it, click AutoShape, Object, or Picture (Format menu). On the Layout tab, click Behind text.
To format the text in the text box, select it, click Font on the Format menu, and then select the options you want. To rotate the text, click Text Direction on the Format menu, and then select the option you want. Because the text box is a drawing object, you can use options on the Drawing toolbar to format its borders, background color, and so on."
I did not include the hypertext links since they would only confuse the description to find these help files open the Microsoft Office Assistant and type in "Watermark" then click on the links.
