First off, I would like to point out the obvious, if you don't have an internet connection then you won't have viruses or spyware. With that done I would probably find somewhere you can get an internet connection and download an antivirus program and the virus definitions and a few antispyware programs and then put it onto a USB thumb drive. These thumb drives are cheap and easly avalible.

Well, seeing as you can post your question, you have access to a computer with a Internet connection. But, it looks like your personal computer does not. There is one solution that I can think of which might help you. Do you have a flash drive (a.k.a jump drive or thumb drive)? The reason I ask is there is a portable version of Clamwin, a free open source antivirus program, which you can run directly from your flash drive. There is no need for installation. To update Clamwin, all you have to do is use a computer with a Internet connection and download the signature updates to the flash drive. If you have a U3 flash drive, it is even better. There is a portable version of the popular Avast antivirus program.
You can read about and download Clamwin at http://portableapps.com/apps/utilities/clamwin_portable
You can read about and download Avast U3 http://software.u3.com/Product_Details.aspx?ProductId=35&Selection=6&Lang=en-US

You can use antivirus and antispywares stored inCDs and install in your PC. This needs no internet connection. Or you can down load the software from internet and install them. Now you can scan the PC off line. I can give a few links that offer free virus and spyware removers...! Norton, AVG , Avast are free antivirus software. Ad-aware, Ewido are free spyware removers. You can download free softwares at
http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html

To belabor the obvious, if the computer does not have an internet connection, it will not have viruses and spyware. Other than that, you have been given a number of good suggestions for putting this software into a non-connected computer.

you can download utilities and transfer them to your PC by floppy or CD-ROM. you just won't be able to use the features that check for new virus definitions when the applications run.
not the best method but you will still be attempting what you can to keep your system clean...
Edit:
to those who think you can't get a virus with out an Internet connection you are incorrect. a virus can be codded into any document that uses macros.

Download the AntiVirus and AntiSpyware programs onto your computer. Make sure the programs are updated.
Turn off the computer. Disconnect the phone line from the computer or modem/router. As you turn on the computer start tapping the F8 key repeatedly (once per second) until the recovery screen appears. Select the Safe Mode option. Once in safe mode scan with the AV and AS programs. Restart your computer. Connect the phone line.

Go to a computer with an Internet connection, download AVG Free, Windows Defender, Spy Bot Search & Destroy, Ad Aware, AVG Anti-Spyware, and burn it onto a disk. Copy the setup files onto your computer, and install them. Run them.
