Arrogance is false confidence. For example, in poker when someone starts acting arrogant, they're bluffing. It's also the first clue that someone's small minded, petty and self absorbed.

Confidence can lead to Arrogance in numerous ways.

For example a sport, such as basketball.

You can get confident about winning a basketball game, then the confidence turns to arrogance because you realize that you're so good you don't even need to try as hard because you already KNOW how it's going to turn out.

The difference between confidence and arrogance would be that one still values the input from others. The other, dismisses them.
