Between Garcia and Rattay, definitely Garcia. Do not expect another 3 touchdown performance from Rattay this week like he got last week courtesy of a Chicago Bears defense who has given up 5 touchdowns in the last couple of weeks in the 4th quarter. Expect more realistically for him to barely break 200 yards and maybe get a touchdown along with a pick or two.
In a deep league Garcia could be a viable starter most weeks, but I would hate to have to depend on him to score alot of points, or depend on him in a small league. Never the less he should be good for about 10 fantasy points in most standard leagues this week which is slightly more than what I believe Rattay will deliver.

Philadelphia Eagles QB Jeff Garcia helped lift the Eagles to a 36-22 win over the New York Giants Week 15. Garcia hit WR Reggie Brown with a 19-yard touchdown pass in the fourth quarter. He finished the game 19-of-29 for 237 yards with one interception. It was the team's third consecutive win and improves the Eagles' record to 8-6 on the season. Garcia was 19-for-28 for 237 yards with one touchdown and one interception in the Eagles' 36-22 win over the Giants on Sunday. He has thrown nine touchdowns and interception this season.
Rattay replaced Gradkowski in the second quarter of the Bucs' game at Chicago on Sunday and had a heck of a game, going 20-of-35 for 268 yards (three touchdowns, one interception) in about three quarters of play in the Bucs' overtime loss. After the Bucs had gone 13 straight quarters without an offensive touchdown with Gradkowski at the helm, Rattay led the Bucs to four touchdowns on four successive possessions in the second half against the Bears. Rattay could be a decent option in Week 16 against the Browns, who have given up 6.5 yards per pass attempt this season, ranking 16th in the league (the Browns also have just 24 sacks on the year, sixth-worst in the league).
Even though Rattay did good that game your best off with Garcia he is more consistent.

Definitely Garcia, he's been playing well. Rattay is nothing more than an average backup in my opinion.
