No, they don't. To properly contour cheeks (or a nose or whole face properly) you need either creams or powders that are two shades darker and lighter than your skin. These are independent of whatever cheek color you may be using. Gels and liquid stains are, indeed cheek colors and are more often than not used on the apple of the cheek to give a glowing healthy blush of color OR less commonly used along the cheek bone as blush. Furthermore, a large part of contouring the face is blending, blending, blending dark into the natural skintone, adding highlights, taking the face from whatever shape it is and trying to give an illusion of an oval (what the industry considers the "perfect" shape). It's also minimizing flaws and accentuating the good bits and can't be done properly with a one color tint or gel.

It really depends on what kind of skin you have and what sort of look you are going for. I like and own all of those kinds of blush. I think that powder blush is the easiest to apply if you are new to makeup, it's best to chose a bright color and apply it very sheer with a large brush. Gel, liquid and stain blush with give you the same kinda look just in a different form. They will give you a more dewy youthful look and will let your skin show through and be very natural. I love the gel blush stick by Tarte, it is so easy to apply and Benetint by Benefit is a very good stain blush. Mac & Prescriptives make my favorite powder blush.
