It's a parking lot for the temples of

元三大師堂, gansan-taishi-do
横川中堂, yokawa chu-do
比叡山行院, hiei-zan gyou-in; It's a building for ascetic practices

All of them have relations to 延暦寺, enryaku-ji temple and this area is called 横川地区, yokawa-chiku or yokawa district.

There is a big Temple on a mountain in Kyoto. That could be it. Its up a big enough hill. Good place for shopping while you go up the hill!

the place where is famous for mountainside in kyoto is kiyonizu temple , i think.
