Put the Windows XP CD in your CD drive and let the computer boot off it and start the Windows install.
Right after you do the F8 to agree, start up will offer to format the hard drive for you. (Remember that formating will delete all the files off your computer, so if there is anything you want - music, pictures, etc. - be sure to back them up first).

The rule is, you cannot format yourself. That being said, if you want to wipe the hard drive and totally restore the system, then you will need to create a boot diskette with Fdisk and Format on it. The Fdisk will let you delete and recreate the partition that the systems resides on. The Format will of course format the partition afterward.
Most rescue CDs for the various systems do this automatically when you boot them up. Bear in mind that when you do this, you will lose everything on the hard drive.

This is easy. Boot your pc up and put your xp disk in your cd drive. reboot the pc and then boot from disk. When setup asks you if you wish to format the partition you say yes and xp will automatically install and rewrite into that partition if you have your product key

You need to use a Windows XP disk or the Reinstallation disk that came with your PC. Once you boot with the disk, it is pretty straight forward.
