Talk to him, chances are it may seem weird and strange for him coming from a parent, he'll relate to a sibling much better. Remember if you get angry it'll only make it worse, explain the importance of waiting for someone you are serious with as not waiting can cause way too many problems down the road. If you feel he isn't listening, the least you can do is encourage him to use protection.

Talk to him about it. Maybe not ask him directly but bring the subject up and see how he reacts. I think as an older brother he'd trust your opinion and take your advice. You might not be able to stop him from having sex, but it's worth a try. Sex seems to be everywhere, in music, on tv, in the movies, and if he had your opinion to wait to have sex it would really help him to understand that it's alright not to.

Let's face it, you cannot stop him. At this stage all you can is perhaps save his life. Stress CONDOMS over and over and over. If that was your method, share with him. If not, don't mention it to him or as a "responsible" adult, you might have to lie to him. I think a lie is permissible to save someone's life or health. Buy a huge box of them and everytime you see him, give him some - or even the whole box, If he is unused to them, you may have to go into detail about when they go on, and how to put them on. Awkward, oh my yes. But not as awkward as a girl knocking on your parent's door with the glad tidings, or a visit from public health. I've worked with AIDS patients and people with end-stage syphillis. Please don't let your brother go through this. God Bless both of you...
