It sort of depends on the situation, but if you want to tell her by email b/c you are shy and worried she will reject you, then you are setting yourself up for failure in my opinion. Most people will not respect such an approach because it makes you look like you don't have the courage of your convictions.

If, otoh this is a long-distance relationship, then it might be appropriate, but I would try to at least talk by phone instead.

Honestly dude, I would wait to do it in person. You might want to say some nice/flirty things in an email, but as far as telling her you like her or asking her out- do that in person. By email seems kinda weak, sorry, just IMHO.

OMG NO! work up the nerve to tell her in person, its ok to talk to her by emial, and drop hints, but never NEVER ask her out byt email, or tell her you like her. call her on the phone or in person, but not online.

In general, though, a girl will respect you a lot more if you tell her to her face.

I would say, it honestly depends on the girl. Maybe it would make her feel uncomfortable to hear it face to face. You know her, none of us do. Think about the kind of girl she is, then decide what to do.
