Unless your using the space heater in a smaller area, rather than heat the entire house. Watts are watts and if you heat the same area to the same temperature with electricity, it's going to require the same power.
The exception is radiant electric heating. Since it heats the people and the objects in the room directly, rather than the air. You will save about 25% if you employ that type of heating.

this depends entirely on the amount of electricity used by each appliance. more info is needed. but for the most part, no. most baseboard heaters run on 240 volts. space heaters run on 120 and will use around 1500 watts to run. the same amount of heat with baseboards heaters will use 1/2 that much.

Generally if you have old baseboard heaters almost any other type of heat is cheaper. New space heaters are energy efficient.

Space heaters are good for small spaces that don't have heat or that you want to heat isolated from everything else...like a fireplace does. They use more electricity though.
