even if you get his permission with a 802.11b (larger cell radius than g) router you wouldn't get the best signal. the floors and furniture below your would attenuate the signal by probably 50% (8-9db +/-)

The router would have to attached to the landlords computer in order for you to be able to connect to it. If it is wireless, you would have to be least then 150 feet (50 meters) of the router. Going through three floors may reduce that distance. By the landlord would have to install the router and give you permission for you to use it. (And then, it is still not legal - just possible).

I'm not sure what you mean by a router on your pc. Basically you would just put a wireless card in ur pc and then u can pick up signal. Of course idk how far away you are, and u didnt give too many details =/

Nope, you'd need a wireless NIC in your PC. Without your own internet connection, a router isn't going to do anything for you.

u probablyy should take permision from the guy, and if the internet isnt secure u can buy a wireless adapter that goes into the usb slot

Well that all depends if he has a secured line. If his line is secure there is no way to piggy back off his line.
