In a perfect world (where dimensions are cooperative and where the cutting doesn't consume/destroy any (plywood) material, you get

4 sections.

The plywood could be 8 yds long and 1/9 yd wide.
Your cuts would be every 2 yds. Were the plywood surface not rectangular, the calculations could be somewhat more problematic, but still manageable.

your 8/9 sq. yd. is = to 2/9 + 2/9 + 2/9 + 2/9 sq. yd. So, that should be 4 sections.
