if you do what i say , would look likea pro has given you a makeover!
first take pencil liner, and go colose to lash line, and by your inner eye ,make a thin line, and go slowly , to the right ,with your right eye, then stop half way ,and make sure it looks like you made a rode that gets thicker and wider and wider ,while going right. know you have to take the liquid liner, and trace over the pencil liner ,and, pass the half way line you made, and make a striaght line by passing the the lash line, and don't curve it ,with the liquid liner,it will curve when lifting your eye!
by making your eyes pop,,use colors, that math your eyes, like use blue eye sahdow, and make itlook like,it is thin at hte end,and wide in the middle, so make a thin above the liners, and go wide as you further, and go thin again ,and you will havea great look, and by putting brown or black mascara you can look good, both top and bottem lashes, and make sure you don't put a tons of eye shadow!!!!!!!!!! THEN MAKE SURE that you take a color, that is barly noticable, but kinda shows, and that shimmers, take that eye shadow, and go to your bottem lash line, and go by your inner eye ,and make a thin line,by kinda disappering it while go further .

you should only use liquid eyeliner at the top and nothing at the bottom, as it will give your eye a more almond shape look which is a trick most makeup artist use, but if you are use to putting a liner on the bottom, than use pencil but only lightly as too dark may make you look a little harsh.

For the top lash-line: Place a free standing mirror on a desk top that you're sitting at. Angle the mirror so that you can look down into it. Support the eye with your less dominant hand, and apply with the dominant hand, making your hand sturdy by leaning your dominant hand's elbow on the desktop. Bottom lashline: Do not use it in your waterline. It will go in your eye. It won't harm your eye, but it'll be annoying. Clear most of the product off the brush. Using a hand held mirror, apply it from the outside of you lashes toward the inside. Hold the mirror above your head so you're look up into the mirror (this makes it easier to access the space beneath your lashes).

i love liquid eyeliner because it is easier to apply and you can easily wipe off the extra and also control where it goes and i also have blue eyes and it looks great with a little thin line on the top and a medium sized one on the bottom just don't go to heavy for the best result.

Liquid because you can always use a wet Q tip to wipe off the excess or shape your line, doesn't work so well with the pencil.

Brown is a good color, because it's opposite your eye color and natural. I like a pencil, if it's quality it will go on moist then dry. I always make a mess with liquid and can never make a straight line. I've actually had expensive liquid liners peel off my eyelids. gross.

Use liquid eye liner on the top lid. Use pencil under the eye and smudge it with a sponge applicator to blend it in.

It really doesn't matter. Both are good. Depends... If you want your eyes to be more dramatic then use liquid. If you want it to be more on the softer side, use pencil. Experiment a little until you find the perfect one you'd like. Goodluck!
