Treasure of the Sierra Madre is the correct answer. The scene occurs towards the end of the movie, when Mexican bandits misrepresent themselves as Federales. When asked to produce their badges, they respond with the famous quote. They end up with all of the carefully collected gold-dust, mistake it for worthless sand, and dump it out.

I think it's really from "The Treasure of the Sierra Madre", but the only movie I KNOW it being from is Blazing Saddles.

the previous posters spoke back this one somewhat properly, so i basically theory i could throw in my favourite parody of it. In extraordinary Al Yankovic's action picture "UHF" a guy is getting a transport of animals for an animal tutor he's doing, and the guy examining the record gets to badgers. the guy receiving the transport of direction says "Badgers? Badgers?! we don't desire no stinkin' badgers!"...
