To a certain extent. Yes, he killed roughly six million Jews, and scores of others, but to blatently state that he killed "tens of millions" is incorrect.
Many people believe that Hitler was the most vicious dictator in the world, but when you look at the figures, Stalin killed close to 30 million, and European Americans' from 1400-present have been responsible for an uncountable number of Native North, Central & South Americans'.

Don't neglect the USSR's complicity in enabling Germany to wage war. Look up the Molotov-Ribbentrop Pact, which was a non-aggression pact between Germany and the USSR. Essentially, Germany agreed to split conquered lands in Eastern Europe with Russia in exchange for raw materials; which Germany was in desperate need of to create its army. It was after Germany's betrayal during "Operation Barbarossa" that the USSR joined the Allied armies to stop Germany.

Sadly, it is, because that is just what happened. The frustrating part of it is that at the point when he could have been stopped, the rest of the world didn't take him seriously. By the time they did, it was too late.
