Sexual Harassment or not?

In Marylan a kindergarten was suspended for pinching a girls butt. Should it be considered harassment at such a young age when the kid knows nothing about sex?

It's inappropriate, and some form of harassment definitely. Looking at both sides of that, I would probably still call it sexual harassment.
