I have cleared all programs on task
what can I restart that will clear up this problem
that is writing on C: will not let me check for errows on C:

Always run defrag in safe mode.

Scandisk will run when you restart.

You don't mention what antivirus and anti-spyware programs you're running. What you describe sounds like a virus. Install a good AV, plus spybot and adaware. Up date them. Then restart in safe mode and let then each scan your hard drive.

Odds are quite good that your pagefile is in use on c: and you'd have to check it on reboot. Assuming Windows XP, open a command prompt on C: and type "chckdsk /F". You should get a message that the volume is in use and ask you if you want to schedule on a reboot. Choose Yes, and restart and you should get a scan in.

If it's an older version of Windows, I'm not exactly sure, but all versions of Windows will have activity against the file system continuously on drive C: There's also a chance you have some sort of malware on your machine as well, so if it's XP try the above on a reboot. The chkdsk routine will run before the operating system is completely running.
