If so, what is the best way to do so? (Dip a wet brush into the pan? remove the powder and then mix with water? help!)

I want to be hygienic and not spread around bacteria...

Never add water to the containers and make sure your brush is thoroughly dried before the next application. Also never share makeup. These are some tips from the FDA. MAC eyeshadow is a great choice. As long as your brushes are clean and you're not sharing them, hygiene isn't really a problem. Some eyeshadows are great for wet or dry use. (Some will get clumpy and weird though, so check first. I have some of the Physician's Formula Baked collection that are really good for this, and my mom always used Mary Kay. Mac would probably be okay.) The best way I've found is to get the brush wet and then apply the shadow from the pan as you normally would. It really intensifies the color.

all makeup needs to be replaced within a time frame. don't share eye makeup with others. that's pretty much it for makeup hygiene. adding water to makeup probably won't affect things. i wouldn't get the shadow soaking wet in the container. likewise, i wouldn't keep a brush that's wet in a closed container, it could grow mildew or something. you can find inexpensive sponge applicators at the drugstore. i would maybe use those only a couple of times each. you could scrape some powder out of the case and apply it with the dampened sponge applicator that way. i mean, if you don't want to get your entire supply of shadow wet.

Scrape some of the pressed powder off and put it in a little dish then wet your brush, make the paste and use it. I wouldnt double dip in the pan itself.

Dont share your makeup or brushes with anyone, then you shouldnt have to worry about getting bacteria.
