How can an area of ground be underground?

Like any other AFB, Area 51 undoubtedly has underground installations. Many people suspect these of being of sinister purpose because the security is so tight. Then again, many believe the White House to be sinister because of the tight security.

about 50% of the Area 51 complex consists of underground laboratories, workshops, storage facilities, offices, hospitals, communications facilities. There are 5 large hangars on the surface and 35 smaller buildings, mostly for aircraft maintenance and administration and security. THe underground complex ranges from just below the surface to 200 ft underground, and it is all hardened against nuclear attack and sealed against the escape of biological organisms.
At the center of the complex is the famous ALIEN ISOLATION CENTER which contains the remains of the Roswell crash and the bodies of surviving aliens. It is rumored that one of them is still alive and is kept in another area, but that sounds too far out to me. Ha ha!
