how do i re-size my downloaded photos to fit my desktop better?

i have downloaded photos to add color to my desktop if you know what i mean but alot of them are way too big. how do i re-size these photos so i can add several to my desktop like a collage affect? please be specific. thanks

Use Microsoft Office Picture Manager to crop or resize the photos if you are using Windows XP.
