I just received a used Fender Strat I bought off eBay. It seems to be in good shape, but when I plugged it into my amp it gives off an annoying buzz sound through the amp while not being played, almost like the pickups are creating a light static. Could it be the pickups or electronics? I want to make sure I didn't get ripped off. The amp sounds clear when I plug a mic into it.

try to ground your amp...
Try the pickup switch to change them and see if there are any diffrences between pick ups...
Try another guitar maybe its not the guitars problem(mic can not be compared to guitar)

Strats usually do that because they have single coil pickups as opposed to humbuckers on a Gibson Les Paul, SG, etc.

To counteract the buzzing, you should move the pickup selector to position 2 or 4 and that should take care of it.

All guitars with single coil pickups hum.

Strats do that, you got two options; get a humbucker or get a rig that suit your guitar.

you got to make your action pullthe strings away from the frets or change the nut at the top (the little thing that puts the strings in place.)

all it is....is your amp isn't grounded.....buy a surge protector with noise reduction....or buy a hush pedal and it takes it all out of the equation
