Yes, I'm sure there are (at least two). We live next door to a couple of Mexican descent who don't speak English. They have two toddlers who do not speak English (in fact I think that 1 or them doesn't even speak yet (but it still technically counts as relevant to the question.) Yes, the kids were born in the US. I'm sure there a millinois of situations similar to this. So, in brief -- Yes.

it may be advantageous if fairly some human beings could connect you, yet i do no longer think of which would be what occurs. It issues me that the boycott of AZ is hurting the middle type people who artwork quite frustrating for a residing. i think of that the form interior the regulation subject of Arizoan is going to alter the form of snow birds coming to that state, and which will conquer the idiots that boycott. Now all of that's to point out that a boycott is a robust thought. the priority is.. it may harm the incorrect human beings. Our conflict isn't with the 1st rate persons in Mexico, and it particularly is with the Mexican Mafia and definitely grotesque human beings down there. As we return the unlawful extraterrestrial beings... as we end the unlawful extraterrestrial beings, Mexico is compelled to handle its issues, and that's one very worth purpose. So i could help a boycott.. i could think of it should be greater directed.

Let us not over do it. The Mexicans born in the USA go to American schools hence, they speak fluent English.

Many infants born of Mexican parents in the USA live their childhoods in Mexico and never learn proper English. That has been going on for 200 years.

Many Puerto Ricans never learn to speak proper English. They, too, are American citizens. Education in Puerto Rico and in Mexico are local matters. Citizenship has nothing to do with it.

Indeed, notwithstanding racist and even genocidal hostility on the part of the US and Canadian Governments, native (American, Canadian, Inuit) cultures were never fully suppressed and there are thousands of indigenous peoples ("Indians", "Eskimos") who never properly mastered English or French, and are more comfortable in their native indigenous language.

And aren't you proud of the Code Talkers?

Umm...I don't think anyone speaks english when they're born; it's aquired. Beyond that, of course that happens when they grow up. As in your statement, they are Mexican and not American, only born in the U.S.
