You have to click on the moderater sign and if you are older than 30 days you can fill out the application and on the next day if you get the job you will have a cellphone and will be able to go to the hideout.

my brother plays the game. you have to be some days old. like 20 or 30 days. idk. somehting like that. go to the place and click it and then it'll tell you.
