Try a cleaner called CLR - you can find it in most hardware stores like Home Depot and Lowes.

It stands for "calsium, lime and rust" and is designed to remove mineral deposits.

Heart is right, it is efflorescence. It is the mineral by-product l=deposited on the blocks when moisture has been removed. You can remove it easily with water. Soak the area until the compound is soft and scrub away. Allow the area to dry thoroughly. It may take several applications to remove it though. If you are planning on painting, cover with UGL masonry paint. Good luck.

What you are seeing is probably efflorescence.
I remove this from grout with a muratic acid solution. Read up on the internet about muratic acid before using it, it's very very nasty stuff. Start with about a 1-5 solution and get stronger if you need to. I've used as strong as 1-1, my brother is a tile contractor, he uses it straight to clean his tools.
DO NOT USE THIS PRODUCT WITHOUT READING UP ON IT. THE FUMES ARE VERY TOXIC - IT IS NASTY!

Block wall are porous - you can't get it all off.... Clean it with a brush and cleaner - then paint it with Kilz or Bin 1-2-3 Primer
finish paint it and it will stay nice looking....
