Michaels crafts store had some travel games and little stationery-type stuff (for kids or grown-ups) in their ad this week for a dollar. Do you have a Michaels nearby? They have stuff that doesn't need making, too, in addition to all their crafts supplies.
You can also find some fun stuff at just about any local dollar store. Depending on the age of the adult, a candy cane and a nice tangerine or orange would be good. Folks used to get those in their Christmas stockings all the time; it was a standard item for many years.
Find out, if you can, what this person's traditions were when growing up. It would be fun to include a traditional item for that person.

Hi. Merry Chritsmas! Maybe you could find candy that they liked as a child! I can't name any at the moment but some of the stuff they use to buy as kids. You could put a little 'Etch-A-Sketch' game (the ones that come on a keychain).
Hmm, what else? Chocolate - most people like that! I put a CD of 'The Mamas and the Papas' in my Mum's and a CD of 'The Cranberries' in my sister's. ... That's an idea too!
Whatever you decide to do, I'm sure it will be, not only creative but very much from the heart - they're sure to love it! Smile! :)

3. A harmonica from the dollar store
4. golf tees

if they are a "geek" type person go to www.thinkgeek.com for ideas. they have all sorts of little nifty things.
another idea is to get accessories for things or hobbies they already have, ie if they have a ps2 then get a memory card. a digitial camera, get a memory card or paper. some people collect figurines from movies and such. pocket books for the hobbies. a little desk calender for 2007 of dilbert.

hmmm well for older kids, you can get that chocolate santa from see's candies and put that in there. that's what my mom does for me and my brother and sister. or if you have younger kids like 5 then you can buy a coloring book and crayons and put that in there. my mom used to do that for us when we were younger.
