Punishments are consequences for actions that are detrimental to society. It isn't intended to help the person being punished. Honestly, no one cares about the person being punished. Lock them up, throw the switch, whatever... But by carrying out these reprimands, it will hopefully discourage others that may think of doing the same thing.

When we stop punishing people for their actions, we encourage others to do the same.

A lawyer once said to a young man, "The best way for you to succeed is to lie and not get caught".
The doctor responded, "No, the best way for you to succeed is to get caught cheating the first time."

If they aren't sociopaths, and are capable of respecting the source of a reprimand, it can make them rethink their actions, and feel emotions that may keep them from repeating those actions in the future.
