She's just a kid. She obviously trying to test your limits and do negative things to get your attention. Since you're forced to do it you might as well make the best of it. Start with a reward system...such as... If you perform well (define appropriate behavior for her) this day we get to go the park or some other activity. If he performs poorly she misses out on doing what she wants to do. She can make a chart with stars to make it more creative and interesting.

This might not work immediately but stay consistent and sooner than later she will do what you say. Another option is finding an outside activity with kids of her age to do whenever you baby sit so she is among her peers and you're just a bystander so she's not in a position where she feels you directly in authority to her and she can be free in an open space.

Make it fun for her. Actually play with her instead of just ordering her around. Ask her what she wants to do and make it all about her. Kids love that. And once you get into it - it's not so bad and you might actually have some fun. Puzzles are fun too. So is making a scrapbook. Don't be bossy, let her do what she wants as long as she isn't hurting herself and try to be the most mature babysitter you can be. Maturity doesn't mean needing to be right or pushy - it means being above all that and seeing the bigger picture. Good luck.

Here are two things that work well with my kids(of course youll have to get your mom's permission).
1. Mustard. They get a little on their tongue and no water for 1 minute. Theyll be good the rest of the day.
2. quarters(which I only do when were out of the house). Good behavior/listening gets a quarter, not good, lose a quarter. When they get at least 4 the can go shopping.

You are siblings and you have no natural authority over her. If you continue trying to control her, you will spend the evening squabbling.

Quit trying for obedience and go for distracting and entertaining. Try thinking of your sibling as if she were a stranger that you need to plan a fun time with. She will probably be thrilled to have her big sister do something nice for her, even if she doesn't show it right off.

I laughed at first when I read this because it turns out its your sister you have to babysit. Since you already talked to your parents about it and they talked to her and she's still acting up...then spank her. She's your younger sister and she needs to listen and respect you. Just slap her up a couple of times until she gets it.

First of all give her a kiss and try to be her friend. Ask her what does she really wants to make her life more easier. Explaine her that you are an older sister and since that she needs to obey you. I know it is really hard for her to do so because she thinks that she needs to listen only parents and obey them but be her friend and I know she will listen to you.

She is your sister...duct tape her to the bed. It's family. If it was a neighbors kid, I'd tell you to get a different babysitter gig.
