Genital herpes is an odd one. The sores can be on the penis, testes, around them, or all of the above. For this reason, condoms are not entirely effective against that virus in particular.
If you suspect an outbreak, the best thing to do is to get into your doctor immediately. And I'm not one to suggest rushing to a doctor. BUT, there is a very short window in which they can test for herpes with any accuracy, because once the outbreak is gone, you will almost certainly test negative for it, even if you have it.

It'll be where the sore is.......most probably on your penis somewhere, but I've seen it just about everywhere else also.
