it's possible but also more dangerous that there is something the criminal might overlook in the fog as well. Such as other people they didn't know are present or obstacles to trip over etc...

Yes, unfortunately the criminals come about when visibility is poor just as if there was no street lighting. Don't forget it is not hard to be a low-life though, it is harder to be honest.
