Did you try the panel between the driver side door and the steering wheel counsole? I don't have a Monte Carlo, but that is where it usually is. You have to open the drivers side door to access it. Otherwise it could be under the hood, should say electrical panel on it or something.

THERE SHOULD ACTUALLY BE TWO FUSE PANELS FOR THAT CAR. ONE IS CALLED THE POWER DISTRIBUTION BOX AND IS LOCATED UNDER THE HOOD, DRIVER'S SIDE AND MOUNTED BY THE STRUT TOWER. THE OTHER IS BUILT INTO THE INSTRUMENT PANEL ON THE DRIVER'S SIDE AND YOU SHOULD SEE THE COVER FOR IT IF YOU ARE STANDING OUTSIDE THE CAR WITH THE DOOR OPEN LOOKING AT THE SIDE OF THE INSTRUMENT PANEL. THERE IS A COVER THAT YOU WILL HAVE TO PULL OFF THAT SHOULD HAVE A SMALL CUT-OUT TO STICK YOUR HAND IN TO MAKE REMOVAL EASIER. THE ONE UNDER THE HOOD WILL HAVE YOUR MAIN FUSES AND RELAYS AND THE ONE INSIDE WILL HAVE MOST OF YOUR ACCESSORY FUSES.

Check the owner's manual. It will show you where to look.

Otherwise, look on either side of the foot wells (where your feet go) under the dash, or else under the hood.

The coolant is going a million of two places, the two interior your engine and getting burned or leaking outdoors. a million. in the adventure that your temp gauge is going intense and your coolant point low and your exhaust is white and scents candy, your coolant is leaking interior your engine and getting burned, this is a foul head gasket. 2. Leaking outdoors.... verify decrease than the hood, heater hoses, radiator...heater valve.... ect.... a mechanic would desire to truly diagnose a leak and inform you waht is the priority. Your water pump would desire to be fantastic.
