There are black people in Canada it depends on what part of Canada you are in. I am dating a Canadian and yes he does call them black people not African Canadian. I ask him the same question. He said that Canadian don't use the same label terms as American.

Because Canada is a country where race and colour is not an issue.
Everybody of every ethnicity is considered "Canadian" NOT "Black-Canadian" or "African- Canadian"
Canadians are very peaceful and friendly to everyone... even Americans LOL (J/K)

Because the black-Canadians don't call themselves that. African-Americans in American were Negroes, then Black, then African-American & now people of color. What any group wishes to be called changes all the time. American Indians then were Native Americans, then whatever their Tribe or "Nation" is. It's hard not to offend someone without the current "program".
