It's C -- the conclusion does not necessarily follow from the premises.
One way to see this is to consider an argument with the same form, but where the premises are true and the conclusion is false.
1. If it rains, you will get wet.
2. If you jump in the lake, you will get wet.
3. Therefore, if it rains, you will jump in the lake.

E. All of the above.
Not everyone who has a birthday is excited. Ask most people who are turning 40 or 50.
Not everyone who has a party is excited. Especially if you never wanted one and someone else planned it. And of course, if someone you don't like is invited, it can be quite unexciting.
Emotional responses, though they may have common causes, don't necessarily create relationships between those causes.
If your dog dies, you are sad.
If you lose your job, you are sad.
Therefore, if your dog dies, you'll lose your job. See? No relation.
And who's having the birthday? And how do you know they're excited?
A weird, yet compelling question.

C. Why? Because both premises are not always true. In fact, they could both very well be false.

It has to do with sets. The two sets of circumstances (birthday and party) may, or may not overlap. Therefore, "D" - we need more information about whether (and how much) the sets overlap

Not enough info since it does not say that you are excited only when there is a birthday (or a party)...
