Recovering nearly 2 billion dollars from the Iraqi people?? That's like asking a McDonalds worker ( no offense ) to repay 2 billion dollars.
Its the tax payer who has to eventually pay this off ( if we ever get there ) Clinton exited office with not much of a defict but because of the war we are in a 3 trillion dollar deficit. And more and more each day.

First and foremost the Iraqis will bear the ultimate cost of this war, for they are the ones whose country is being devastated. In America the cost of this war is first being borne by the soldiers and marines who are dying and being injured, and their families. And the final cost will accrue to our children who will be paying the taxes that the deficits generated by this administration's feckless war have generated.

As far as monetary issues the US will probably bear the burden just like we always do. Great Britian never steps up to the plate and they are pulling their troops out of Iraq which during my time there I only saw a few British troops. The ones who pay the ultimate price would be those killed in this conflict be they military or civilian.

The Saudis because the war was to protect their global oil market, look at the record prices during the period 03-06, and they are stacking the money not knowing what to do with it. The mutation that happened in the middle east due to the Iraqi war was because of higher oil prices, hence larger revenues. So you do the math with some sense and see for yourself.

the "ultimate" cost of the war has been and will be paid by those who have lost loved ones. Both Americans and Iraqis. The monetary costs will be paid by you, your children, and perhaps your grand children.
