I'm thinking about turboing an h22. What internals should I replace first? And is it safe to overbore if using a turbo?

You can run 8-11 psi safely for a long time on stock internals. You would only need to overbore and resleeve an H22 because it isnt a closed deck block unlike the H23. If you wish to uprgrade your internals, the head is where you should start with this particular engine. If you wish to run at over 8-11psi daily then i would recommend aftermarket internals.

This site shows HP numbers on some H-series engines with boost with stock internals below the head.

Pistons are your main concern, overboring depends on the block, but don't go to far :)

8-10 pounds is safe to use on stock internals. if running more boost is desireable. first thing to change is rotating assembly, crank, rods, and pistons. next depending on your block (year made) it is iether an open deck or closed deck. If it is closed bore it. if is an open deck i recommend using AEBS t-sleeves and then boring. these sleeve are tested and gaunteed to 55 pounds of boost.
