Depends on where you live. Some places include it in the rent, in MS it was about $20 a month, here in DC its included.

Water is often included in the rent. But if not count on about 20-30 dollars per month.
Garbage pick up is often included in rent, but if not could be in a neighborhood of $15 per month.
Electricity should probably run about 20-30 dollars per month, however if you're using air conditioners in the summer it could be very different depending on size and number of air conditioners and size of the apartment and how much you're running them. Budget about 100 per month to run air conditioners. Maybe less, it is really difficult to estimate.

I have a 700 sq. ft. 1 bedroom in Oklahoma and our garbage and water is included in our rent ($10 extra per month). Electricity is approximately $115 a month, if we are conservative. Just keep the thermostat set at a constant temp (75 or so) and don't change it.
