You should check with your pediatrician. Sounds like others' pediatricians said it was fine, but mine said no water before 4 months.
But first -- are you 100% sure she's constipated? If she's producing hard, pebble-like BMs, then that's constipation. If she just doesn't go that often or is grunting, then she's probably fine. It takes a while for babies to figure out how to push correctly, and they seem to grunt and strain, but they are not really constipated.
Is your baby on formula or breastmilk? It's very uncommon for a baby that young on breastmilk to get constipated. If she's on formula, then the iron in the formula could be constipating her. Talk to your pediatrician about what alternatives you have.
As far as gas goes -- you could try Mylecon drops, or there's this stuff called Gripe Water by Baby's Bliss that I preferred because it's all-natural. You can find it at Whole Foods or The Right Start. If you don't have those stores near you, then you can buy it at drugstore.com. Link below.

OMG...I can't believe the answers. Number one, she's only two weeks old...and number two, you don't say if she's formula fed or breast fed. You don't mention how many bowel movements she has a day, or wet diapers.
Babies at this age often appear to be constipated but they are not. They are still developing their bowels and learning how to potty. If you start giving them stuff to change that, they will not adjust to pooping naturally. Often newborns do not poop every day, because they are so efficient at digesting nutrients. As someone else mentioned, water filling their tummies keeps them from desiring or eating their vital nutrients, which at that age should be coming in every two hours.
You first need to talk to your pediatrician to see if there actually is a problem. If your child is screaming and miserable, then probably there is. If they are just grunting and passing gas, then that is totally normal. But only your pediatrician or midwife is qualified to tell that. Not a bunch of people on yahoo who have never seen your baby or know how you even feed it!
If there truly is a problem, then your pediatrician will work with you to either change formulas, or if you're breastfeeding, redirect you to a lactation consultant or nutritionist to look at what you can change in your own diet. When our babies were older, over six months, we would give them two to four ounces of chamomile tea, but they had already started solid foods and were being affected by that.

You can give sterilized water to an infant (boil water for 5 mins, let cool and then give) Be aware that if you give too much it can cause your baby to feel "full" and not eat so I recommend a small amount like 1oz but no more then 4oz in a day, any more may be harmful.
Although, if you're looking for a better way to relieve constipation try using baby Prune Juice, dilute it half and half (like 1oz prune juice and 1oz sterilized, cooled water) You can give up to 4oz of this within a 24 hr period but absolutely no more then that and only given for constipation diagnosed by a medical professional especially at this young age
And, Yes, this was told to me by my pediatrician when my daughter was 4 weeks old.

Mercy!! this answer question thingy here can be quite dangerous I see...... The baby is 2 weeks old!!!!!! NO WATER!!!!!!!!! call your pediatrician.. I am willing to bet that he/she will say the same. For those of you that are telling her to add this and add that to the baby's water ..ARE YOU NUTS? the baby is 14 days old!!! geesh! the poor little tummy will be ruined before she is one!!!! most likely, the baby is not constipated. She is probably adjusting to this life thing! and learning to poop. I am a mommy of a healthy baby boy who has never ever been sick because I follow what the pediatrician says so I am speaking from experience. Yes,water is good for us big kids, but a baby gets plenty from his/her formula and breast milk. To give him her more is dangerous!!!!!!! Don't give her water, juice, or anything else.. if she is uncomfortable and grumpy then take her to her doc. 2 weeks old is to young to be getting "medical" advise here OBVIOUSLY!!!! shame on you inexperienced people for giving such advise!!!! I am amazed at some of the answers here... your poor little babies!!!!!

When my baby was 9 days old, she had not pooped for 42 hours I was freaking out, I called my doctors office and they told me that I should give her a little bit of water. They said to mix the formula like normal but put in a little extra water. Like a half an ounce extra water. Not a lot of extra water just a little. Apparently if your baby is less then 2 weeks old its not good for them to get alot of water. I don't know why they never explained that.?

If your baby is experiencing bloating and lots of gas being colicy I would suggest changing formula or brand. I remember my daughter was constipated all time when I had her on Similac, Enfamil is worst, I switch to GoodStart Supreme DHA/ARA. If this not the case I was told that 2 oz of water (do not add honey or sugar), you baby my not take it at first but offer water.

Yes you can. My baby was constipated when she was first born and I gave her like an ounce of water. The doctor told me to give her a tsp of karo syrup in ther bottle three times a day, that worked. You could do it in two ounces of water or formula thats what i did,

You can give any age baby water as long as it is purified (spring water is not) and the baby isn't drinking so much water that she gets full and rejects her formula.
Mylecon drops are great for infant gas problems. You should call your dr. if you need more help with the constipation.
