The specifics of your question make it difficult to answer. but my best guess is Orlando. I found a lot of data that shows that December 19, 1894, was indeed a day of record low temperatures for many in Florida. Tallahassee hit 12 F; Jacksonville, 14; while Key West only got down to 44; and West Palm Beach, 24. So none of those hits the mark. In the "close but no cigar" category, Tampa only hit 19 F on December 29, 1894, but hit its record low of 18 F on December 13, 1962. I did find one indication that Orlando got down to 18 F on December 29, 1894, but no confirmation that this was the record low.

The temperature extremes for Florida are listed below. The coldest temperature was –2° F in Tallahassee in 1899.
