That depends on what you mean by the Christmas Story? For me, it is about the birth of Jesus as God's Son on the earth to perform the ultimate sacrifice for our salvation. That "story", or rather history, took place in Bethlehem approximately 2006 years ago, but it was not in the winter time. That is made up. Christ was born in the spring of the year, during the feast of the passover. The families came together to the city of their ancestry to observe the passover and Herod took advantage of the gathering to tax the people while they were all together to observe their Holy Day. The shepherds were out in the fields because it was spring, not winter. The angel was real, the "star" was real, the visit of the magi was real and Herod's desire to kill all children that might threaten his throne was real.
Santa Claus is fiction, although supposedly based upon the history of a medieval being that went about doing good to all, especially to children. The part about flying reindeer is fictitious; likewise the elves at the North Pole.

The story itself is real, but several centuries ago, when the Roman Catholic Church was about the only Christian Church in the west, the stories time line was altered a little for convenience(I guess). Unfortunately, back then, most people were not educated very well, if at all. Most could not read. Therefore the story of the birth of Christ was related to them through pictures. It was hard to picture the Magi(wise men), trying to find Jesus for 2 or 3 years, which is what happened. Remember, they had no cars, airplanes, buses, etc. It took them a long time to follow the Star. They actually arrived at the Christ child when he was 2 or 3 years old and gave him the presents. So, the entirety of the story is true, just the Magi were not at his birth, they came later. Read the Bible, it tells the real story and in the correct time.

Well, in theory the whole thing could be made up. It's a story told by people who weren't there (Matthew, Mark, Luke and John lived centuries after Christ's death and were part of the Pauline Church).
The Christmas story is based on faith. You either believe it or you do not. If it's part of your personal truth and the belief that the birth, life, and death of Jesus of Nazareth allowed you the ability to live forever in Heaven, therefore you want to be a good person because of that amazing gift God gave humankind (to put his only son into the realm of the earth so he could be the ultimate and final Passover lamb)? Then the Christmas story is completely, 100% true.

Assuming that u mean the story of Jesus' birth, then yes, there are small facts that are made up, one being that Jesus was not born in a stable, but a cave. There were two, not three wise men, and these men were not shepherds. Nothing in the Bible says anything about Jesus being born in a stable, none of these false facts come from the Bible, but it has been turned into something else from our misunderstanding.

The story of Jesus, as it comes out of the Bible is true. The events told, were not all at once. Like the wise men, they visited Jesus when he was at least two years old. The star did not appear until be was born, and they followed the star to his location after they fled when Harod decreed the male children under two were to be slaughtered. He did this for fear that Jesus would take his reign.
